The Survival, Protection and Development of Children

The General Assembly,
Enlightening the exact destruction the emergent crisis have brought to the vulnerable children,
Deeply concerned the devastating earthquake in Haiti and its urgent needs for recovery,
Fully aware the incomplete restoration of the December 2004 tsunami,
Recalling for the reform and improvement of the international emergency response mechanism which could be available immediately,
Deeply disturbed by the truth of the use of children infantry in recent civil conflict in Africa,
Believing that education is the basic human and children right,
Referring that boys and girls have equal access to all level of education,
Recognizing that education is the fundamental of eradicating children poverty,
Considering that the developing countries have less resources to found primary education,
Expecting more efficient way to enforce the actions by separating the issues in to short-term and long-term parts, the former including emergency issues caused by natural disasters, child trafficking, child infantry, the latter part including Health, Education system,
Acting on the children protection,
1. Emphasizes the difficulties children encountering caused by rescuing process of natural disasters,
(a) Calls upon to take International Rescue Committee (IRC) as a prerequisite, to improve its efficiency of emergent actions and transparency of funding;
(b) Proclaims to maintain and enlarge IRC’s functions to integrate rescue resources and funding from personal donators, countries and organizations;
(c) Emphasizes the process of integration and distribution of resources must be supervised by units of the donators in rotation for efficiency and transparency;
(d) Further requests the comprehensive cooperation between neighboring countries and regional organizations;
(e) Provides shelters for children in armed conflicts areas, natural disaster and make sure their safety;
2. Bases the Optional Protocol on the Sale of Children, every nation shall:
(a) ratify and enforce the already existed protocol;
(b) sign another legally-binding treaty on prohibiting from trafficking of children as child labors and child prostitution;
(c) set up an observation group together to supervise the actions of each country;
(d) respond to united nations that each country has domestic laws related to banning child trafficking, child labor and protecting child from exploitation;
3. Considers the cruelty of the use of children infantry, we would need to mediate this kind of conflict to prevent the same thing happens again.
4. Improves their hygienic conditions:
(a) Urges countries with technology to help countries that do not have clean and drinkable water;
(b) establishes hospitals in order to ensure every children offered sufficient medical services
(c) prohibits human experimentation on children
(d) offers enough drugs to children to reduce children mortality rate of preventable disease inclusive of diarrhea , malaria , malnutrition ,and so on and provides health care to children suffered AIDS ,etc
(e) solves the problem of food shortage and offers nutritious food instead of junk food
(f) pays attention to mental health of children
(g) Cooperates with World Health Organization to reduce the fatality of HIV/AIDS, pneumonia, diarrhea, malaria, neonatal sepsis, preterm delivery, and asphyxia at birth, etc.;
5. Accepts the strategy of UNICEF to improve international and country-level coordination for Education for All (EFA) and apply the strategy into more specific ways;
(a) Uses the gathered fund to help the local government to establish more public schools, especially for primary schools and professional schools for children in the developing countries;
(b) Cooperates with local companies or industries to establish the professional schools and then after those children graduate they can easily get into the related jobs.
(c) Provides study programs and the systems of scholarship for children to get more resources in education;
(d) Urges the educating of teachers to disseminate information on child rights and encourage children ‘s participation in the decision making processes that affect their lives;
(e) Encourages that individual country differences in culture be fully respected but needs to confirm to the international standards on the issue of children’s education rights;
6. Convinced poverty is the main reason of poor welfare system, education, and serious trafficking problems, every country should raise funds in order to solve the core of problems completely,
(a) Recommends countries to make bilateral treatments by exchanging trade interests, like cutting down the tariffs or more economic benefits.
(b) Notes there are different needs and situations in all the countries, the local government should be allowed to establish bilateral agreements individually on their will;
(c) Reaffirms every government be responsible for itself to make bilateral agreements under mutual trust and their own interests. If the government is unfaithful or loses its credits, he has to take the consequences;
7. Sets an annual meeting according to the above-mentioned six categories for annual supervision, reviewing, and further actions for children’ rights.
